Sounds like something happened to the trackmat folder because that's where all the textures for asphalt, grass, walls etc are stored.

When you're only testing for yourself you don't have to pack it into dat every time. Just drop the modified ptf in the trackfolder and nr2k3 will use the new ptf instead of the one inside the dat emoticon (the ptf has to be named exactly as the folder and dat)

That was it! Looks great, thanks for helping me struggle through it and thanks for the files to make it work if I couldn't!

Is there a way to take an existing track layout and copy it as a starting point for an update? Or do you have to strip down and build back up?

Example, the original versions track is much more accurate but the updated versions world is far superior, if we could mesh the two we would have gold!

That is exactly the best way to learn how to edit tracks in Sandbox. Take the original layout and add the detailing to get the "world" the way you want it to look. You can also unpack the dat on many of the original Papyrus tracks and search around in them in Sandbox. Those tracks have a wealth of objects in them. If you take objects from someone else's track, be sure to ask their permission first to use their objects and give proper credits if you intend to publish your work.

The NEW version was made over a map from Google earth so the layout is correct. Also the original version didn't follow the butters rule and was to small to ever get the AI working correctly.

About the only things that are a bit exaggerated are the pit entrance and exit. And that is due to the track size and placement of the original pit areas.
